The government has asked each state and Union Territory to conduct the dry run at three-session sites in their capitals. Districts situated in difficult terrain will also be included in the states. The government of Tamil Nadu has also taken steps to administer the Covid-19 vaccine to 1.60 crore people across the state in the first phase. On 28 and 29 December, the government conducted a COVID-19 vaccine dry run in Punjab, Gujarat, Andhra Pradesh, and Assam.

In Maharashtra, the state has started preparing a list of 7,58,000 Covid warriors, who will receive the vaccination in the first phase. Rajasthan has conducted dry-run at 19 places including Jaipur and even at private hospitals. In Chhattisgarh, In the first phase, the vaccine would be given to 2.54 lakh.
The dry run of the corona vaccine has started at 259 sites spread across 116 districts in all states and union territories. The aim of the dry run is to analyze the connection between planning and implementation of the plan so that the difficulties during the process can be identified and solved.

Who will get the COVID-19 vaccine first?
Covid-19 vaccines will be offered first to healthcare and frontline workers, those above 50 years of age, and then finally to the remaining population. The group of above 50 years may be further divided further into above 60 groups based on the vaccine availability and pandemic situation. - Driving License, Passport, Voter ID.
- Health Insurance Smart Card.
- Passbooks issued by Bank.
- Service ID Card issued by the state or central government.
